SIPA in 2011: Under Investigation Former and Present Politicians, Professors, etc.

In 2011, the State Investigation and Protection Agency (SIPA) carried out 1.235 investigations and detected 444 criminal offences, including the most serious criminal offences. Dozens of organised criminal groups dealing with organised crime, illicit trafficking in narcotics and weapons, financial crime and corruption, trafficking in human beings, terrorism and other most serious criminal offences, were dismantled. To competent Prosecutor’s Offices 295 reports on the existence of grounded suspicion on the perpetration of a criminal offence were submitted against 841 persons, including former and present politicians, professors and war heroes.

Statistically, the State Investigation and Protection Agency retained a high number of detected criminal offences in 2011, compared to 2010, which was evaluated as the most successful year in SIPA’s work since its establishment, while by the majority of parameters used to measure the efficacy of police work it achieved better results.

Improved results were registered in the detection and apprehension of perpetrators of criminal offences, number of activities upon orders from the Court BH or Prosecutor’s Office BH, submitted reports on measures and activities, number of operative actions carried out upon orders from the Court BH or Prosecutor’s Office BH, searches and seizure of evidence, interviews, statements for records, composed and processed criminal-intelligence reports, and criminal-intelligence analyses.

Detection of Criminal Offences In 2011, police officials of the State Investigation and Protection Agency (SIPA) detected 444 criminal offences, almost identical to 2010 when 445 criminal offences were detected. The attention of the BH public was drawn the most by the so-called “Turković Case”, currently at a trial stage.

Detection and Apprehension of Perpetrators of Criminal Offences In 2011, police officials of the State Investigation and Protection Agency detected and apprehended 215 perpetrators of criminal offences, which is an increase by 9% in comparison to 2010 when 197 persons were apprehended.

Actions upon Orders from Court BH and Prosecutor’s Office BH A considerable increase by 22% was registered in the number of actions upon orders from the Court BH and Prosecutor’s Office BH. Thereby, in 2011 activities were carried out upon 2.004 orders and in 2010 upon 1.642 orders.

Submitted Reports on Measures and Actions Performed In 2011, SIPA’s police officials submitted 1.301 reports on measures and actions to competent Prosecutor’s Offices, which is an increase by 10% in comparison to 2010 when 1.152 reports were submitted.

Operative actions performed upon Orders from Court BH and Prosecutor’s Office BH The highest increase by 42% was registered in the number of operative actions performed upon orders from the Court BH and Prosecutor’s Office BH. In 2011, SIPA’s police officials were operationally engaged 153 times, and 108 times in 2010.

Searches and Evidence Seizure In 2011, 471 searches were carried out and a considerable quantity of evidence was seized, which is an increase by 11% in comparison to 2010 when 424 searches were carried out.

Interviews Performed In 2011, police officials of the State Investigation and Protection Agency performed 5.536 interviews with persons related to the perpetration of a criminal offence or possible witnesses. In 2010, 5.506 such interviews were carried out.

Statements taken for the Records In 2011, an increase by 12% was registered in the number of statements taken for the records. In 2011, 3.324 statements were taken and 2.960 statements were taken in 2010.

Criminal-Intelligence Reports Composed In 2011, 5.264 criminal-intelligence reports were made, which is an increase by 5% in comparison to 2010 when 5.005 reports were made.

Criminal-Intelligence Reports Processed In 2011, 7.367 criminal-intelligence reports were processed, which is an increase by 3% in comparison to 2010 when 7.144 reports were processed.

Criminal-Intelligence Analyses Made In 2011, police officials of the State Investigation and Protection Agency made 389 criminal-intelligence analyses, or 6% more than in 2010 when 368 analyses were made.

The analysis of the results from the previous year indicate that the State Investigation and Protection Agency efficiently responded to all security challenges and risks and made professional contribution to the creation of stable security environment in BH. Good work results were also contributed by intensive cooperation between SIPA’s organisational units in terms of information exchange and the work in cases resulting from investigations by the Prosecutor’s Office BH and SIPA’s own detection work. In addition, works and tasks in the protection of vulnerable witnesses and witnesses under threat were professionally carried out, as well as special support and the works in the IT area, confirming that overall results are in accordance with the level of the accomplished administrative, staff and material and technical capacities and that SIPA is a strong and professional police agency capable to enforce the law and respond to requests for works and tasks falling within its competence in the future.
