In 2010 SIPA Registered the Best Results since Its Foundation

In 2010, the State Investigation and Protection Agency (SIPA) accomplished significant results in combating criminal offences from its competence, particularly organised crime, terrorism, war crimes, illicit trafficking in narcotics and weapons.

Results analysis for the previous year showed that in comparison to 2009, the Agency’s police officials worked on more cases and accomplished better results in detecting criminal offences, submitting reports on committed criminal offences, a number of suspects were questioned and searches carried out, and there were numerous actions upon more orders from the Prosecutor’s Office of B&H and the Court of B&H.

More Criminal Offences Detected in 2010 A Number of Individuals Apprehended

Detected criminal offences: By undertaking intensive operational measures and actions with the aim of detecting the most severe criminal offences from their competence, the State Investigation and Protection Agency police officials detected 379 criminal offences in 2010, which is a 61.95% increase in comparison to 2009 when 234 criminal offences were detected.

Work on cases: In 2010, the State Investigation and Protection Agency worked on a total of 3.916 cases (3.817 in 2009), out of which 2.303 or 58.81% were finalised.

Submitted reports on committed criminal offences: In 2010, by carrying out operational measures and activities in detection of criminal offences from its competence, 302 reports on committed criminal offences against 766 persons, out of which 738 were against physical persons, 17 UI and11 legal persons, were submitted to the competent Prosecutor’s Offices (in 2009, there were 205 reports against 457 persons, 2 legal persons and 9 UI) in conjunction to the following:

- terrorism and weapons trafficking, 20 reports against 65 persons and 5 UI;
- financial crime and corruption, 62 reports against 144 persons, 8 legal persons and 1 UI;
- trafficking in human beings, 18 reports against 33 persons;
- money laundering and financing of terrorist activities, 2 reports against 2 persons;
- war crimes and criminal offences punishable under the international martial and humanitarian law, 75 reports against 193 persons;
- other criminal offences, 83 reports against 94 persons, 3 legal persons and 2 UI;
- illicit trafficking in narcotic drugs, 42 reports against 207 persons and 9 UI, within which certain amounts of narcotic drugs were confiscated:

Out of the total number of the mentioned reports on committed criminal offences, 69 were in relation to the criminal offences of organised crime in conjunction to the subject criminal offences, against 286 persons, 11 UI and 8 legal persons.

Detected and apprehended perpetrators of criminal offences: In 2010, the SIPA police officials apprehended 186 persons, which is a 57.62% increase in comparison to 2009 when 118 persons were apprehended.

Examined suspects: In 2010, the State Investigation and Protection Agency police officials examined 257 suspects, or 43.57% more in comparison to 2009 when 179 persons were examined.

Searches: In 2010, the State Investigation and Protection Agency police officials carried out 391 searches. In 2009, 270 searches were carried out.

On the basis of indicators presented in the SIPA Activity Report for 2010, the members of the Agency’s Expert Board, headed by the Director Mirko Lujic, concluded that SIPA achieved very good results in the implementation of activities from its competence in this reporting period.

SIPA’s results accomplished in 2010, in the opinion of the management and Expert Board, are the product of operational functioning significant improvement of the Agency’s organisational units successfully carrying out a number of complex criminal offences cases from the competence of the Court of B&H, resulting from the investigations of the Prosecutor’s Offices in B&H or from its own investigative work.

Good work results were contributed by an intensive cooperation between the SIPA’s organisational units through information exchange and work on joint cases, as well as cooperation with other law enforcement authorities in B&H and abroad, as a result having a successful implementation of joint actions and apprehension of perpetrators of the organised crime criminal offences.
