Agreement on Cooperation between Prisons and Police

Communication and co-operation between every aspect of the law enforcement community and the extended branch of the Judiciary are the cornerstones to fighting the threat posed to Bosnia Herzegovina by the evils of Organised Crime and Corruption.

The EUPM’s mandate changed at the beginning of 2010 to focus on the efforts of all law enforcement bodies to reduce the harm caused by these two criminal activities.

One of the most significant steps forward in 2010 so far, has been the signing of a National Prison Agreement, supported by a programme of similar agreements at a local level to commit state and local bodies to share information and intelligence concerning Prisons and Prisoners.

It is not always obvious, but the link between, the Court and Court Police, the Prisons and other law enforcement organisations such as the State Investigation and Protection Agency is a key element to not only securing public safety, but also helping to build a picture of Criminality and the active criminals who make millions of KM from stealing from you and me and create danger to us all by operating outside the law.

As the Chief Advisor to SIPA, I am delighted the Director has supported this initiative and not only committed SIPA to participate on a National level, but also directed the Regional Field Offices to participate. The opportunity to gain intelligence and information that will improve SIPA’s performance, cannot be underestimated and during the next few months my staff will be supporting and advising SIPA staff on how to make the information received, of significant value in reducing the opportunities criminals currently have.

In short, this is this agreement, if properly implemented, good news for all law abiding citizens.
